Principal Accountabilities:

  • Lead and drive the development and implementation of the change and improvement of the quality management;
  • Contribution of cooperation and participation in the development and implementation of the strategy projects related to quality.
  • And ensure the integrity of the quality management system through management of the change related to quality, for example, workflow improvement, new business quality assurance planning, business decentralization, and other management improvement projects, etc.
  • Responsible for the effective completion of the annual project expansion review and other major matters
  • To ensure the suitability, adequacy and effectiveness of the quality management system, prepare, organize management review, and follow up the execution and effectiveness of outputs;
  • Lead and drive the quality policy, objective management, to ensure quality objectives are achieved, including objective and target establishment, objective and resource allocation, quality plan establishment and follow up, objective and performance achievement monitoring, and take corresponding actions to achieve continual improvement of service, performance and system;
  • To achieve the policy and objective, conduct quality management planning;
  • Quality system model design and improvement;
  • Lead and drive the process identification, management and improvement;
    • Cooperate with training Dept in providing training related to quality;
    • Cooperate with other Dept in the quality assurance of new business development and implementation;
    • Ensure the implementation and effectiveness of the document control, information confidentiality control and equipment management processes;
    • Ensure the implementation and effectiveness of the monitoring and measurement of service quality and process performance;
    • Ensure internal audit process is effective in providing a mechanism for continuous improvements, compliance monitoring and implementation of world best practice.

Ensure the implementation and effectiveness of the process of statistical data collection and analysis to demonstrate the suitability and effectiveness of the 

    • quality management system and to evaluate where continual improvement of service, process and system could be made;
    • Ensure the implementation and effectiveness of the process of improvement action against significant actual and potential nonconformities and continual improvement opportunity;
    • Dept level objective and performance management;
    • Coordinate the interrelation of quality Dept. and other Dept;
    • Dept level human resource management, including Dept organizational chart design, HR planning, work analysis, recruitment, training, and personnel competency development;
    • Ensure appropriate resources are allocated to ensure the effective operation of Dept and the implementation of the agreed plan;

Give direction to and supervise other by offering approaches to be used and following up to ensure timely and quality execution against expectations

Job Knowledge, Skills & Experience:

Bachelors Degree with at least 8 years of experience in quality management field and certification management with at least 5 years at managerial level and at least 3+ years similar industry work experience;

· Experience with establishment, maintenance and improvement of management system to International Standards such as ISO9001 and/or ISO17020 and/or ISO17025 and/or ISO 17065 / or other Standards;

· Excellent interpersonal/relationship skills and proven project management capabilities;

· Systematic, methodical and logical thought approach;

· Superior attention to detail with ability to analyze, problem solve and follow-up with solutions in a time sensitive environment;

· Proven skills and ability to effectively coordinate work assignments at all levels within the Company and with outside services and organizations.

· Self motivated with energy and drive to deliver effective outcomes

· Excellent written and verbal communications skills including English & Mandarin.
