FREELANCE Health and Safety Coordinator – Construction Project

Reporting To:

Project Supervisor for Health and Safety and as required to Client (Head of Department of EHS)

Purpose of the Role:

The Health and Safety Coordinators support the Project Supervisor for Health and Safety Matters (PSHSM) and the Client / Client Representative in ensuring that all construction activities on the project are planned, coordinated, executed, and monitored in compliance with Maltese occupational health and safety legislation under Chapter 646, particularly S.L. 646.27.

The role focuses on the day-to-day coordination, monitoring, and practical implementation of health and safety measures on site, promoting a strong safety culture and preventing accidents, incidents, and occupational health hazards

Key Responsibilities:

• 1. Support to the Project Supervisor for Health and Safety Matters (PSHSM):

• Assist the PSHSM in coordinating the implementation of the general principles of prevention at both project preparation and execution stages, in line with S.L. 646.27, regulations 7, 11, 14, 15 and 23.
• Support in the preparation, review, and updating of the Health and Safety Plan (HASP) and the Health and Safety File, as required by regulations 12 and 13 of S.L. 646.27.
• Help ensure that all duty holders (client, client representative, contractors, self‑employed persons, workers) understand and comply with their obligations as defined in S.L. 646.27.

• 2. Coordination with Contractors and Self-Employed Persons

• Facilitate cooperation and coordination between different contractors, sub‑contractors and self‑employed persons on site, as required by regulations 15(c), 18(i), and 19 of S.L. 646.27.
• Collect, review (for completeness and basic suitability), and file risk assessments, method statements, and safe systems of work provided by contractors in line with regulation 19(i) of S.L. 646.27 and regulations 4–8 of S.L. 646.11.
• Ensure that contractors and self‑employed persons are informed of and apply the rules and measures contained in the HASP, especially for high‑risk activities listed in Schedule II of S.L. 646.27 (e.g. work at height, excavation, ionising radiation, work near HV lines, etc.).

• 3. Site Inspections and Monitoring

• Conduct regular inspections of all work areas, access routes, scaffolding, lifting equipment, excavation zones, storage areas, welfare facilities and traffic routes, verifying:
• Good order and cleanliness of the construction site (regulation 18(a), Schedule IV).
• Safe access and egress, emergency routes and exits (Schedule IV, Parts A and B).
• Proper storage and handling of materials, including dangerous substances (regulation 18(c), (e), (f), (g)).
• Correct use, condition and certification of scaffolding, ladders, lifting equipment, machinery and work equipment as per S.L. 646.24 and Schedule IV.
• Adequate collective and personal protective measures for work at height (Schedule IV, Part B, section 5 and 6).
• Document inspection findings and report promptly to the PSHSM, contractors, and where applicable the client/client representative.
• Assist the PSHSM in issuing written inspection reports, tracking corrective actions and verifying their timely implementation (regulation 15(e), (f), (h), (j)).
• Conduct inspection of area requiring work permit are compliant with the requirements.

• 4. Risk Assessment and Control Measures

• Support contractors in understanding and implementing risk assessments and control measures required by regulation 19(i) of S.L. 646.27 and regulations 4–8 of S.L. 646.11.
• Monitor that control measures identified in risk assessments and the HASP are effectively implemented on site, including:
• Guardrails, toe boards, barriers, nets and covers for work at height and openings.
• Measures to prevent collapse, engulfment, or falls into excavations, wells and trenches (Schedule II, item 1; Schedule IV, Part B, section 10).
• Controls for exposure to noise, dust, chemical and biological agents (Schedule II, item 2; Schedule IV, section 6).
• Escalate non‑conformities and repeated breaches immediately to the PSHSM for possible enforcement action or work stoppage as provided by regulation 16(d).

• 5. Information, Training and Worker Involvement

• Assist in ensuring that workers and their representatives are properly informed about health and safety measures in accordance with regulation 21 of S.L. 646.27 and regulation 12 of S.L. 646.11.
• Coordinate and deliver toolbox talks, site safety inductions and specific briefings on:
• Site rules and emergency procedures.
• High‑risk activities (e.g. work at height, lifting operations, excavations).
• Proper use of PPE in line with S.L. 646.13.
• Support consultation and participation of workers on safety issues as required by regulation 22 of S.L. 646.27 and regulation 13 of S.L. 646.11.

• 6. Emergency Preparedness and First Aid

• Verify that emergency routes, exits, alarms, fire‑fighting equipment and emergency lighting are in place, functional, and clearly signed in accordance with Schedule IV, Part A, sections 3 and 4, and S.L. 646.09.
• Assist in organising and documenting emergency drills (fire, evacuation, etc.) and verifying that lessons learned are translated into improvements.
• Ensure that first aid rooms, kits and trained first aiders are available as required by Schedule IV, Part A, section 13.

• 7. Documentation and Record Management

• Maintain up‑to‑date records, including but not limited to:
• Site inspection reports and checklists.
• Registers of risk assessments and method statements received from contractors.
• Training and toolbox talk attendance lists.
• Records of incidents, near‑misses, dangerous occurrences and corrective actions.
• Provide the PSHSM with all relevant data required to update the Health and Safety File and to respond to client or authority queries.

• 8. Incident, Near-Miss and Complaint Handling

• Assist in the initial response, reporting and investigation of accidents, dangerous occurrences and near‑misses.
• Help the PSHSM in collecting statements, photos and evidence, and in identifying root causes and corrective measures.
• Support the PSHSM in managing and documenting any reports or complaints by workers or third parties relating to breaches of health and safety regulations (linked to regulation 16(f) of S.L. 646.27), ensuring confidentiality is respected.

Required Qualifications and Competencies

• Proven experience in health and safety supervision on construction activities.
• Comprehensive knowledge of Maltese health and safety legislation Chapter 646, particularly S.L. 646.27.
• Strong leadership and coordination skills.
• Ability to conduct risk assessments and prepare health and safety plans.
• Excellent communication and interpersonal skills.
• Proficiency in report writing and documentation in English Level B2.
• Proficiency in the use of Office O365 and ECDL.
• Ability to enforce compliance and manage conflict diplomatically.
• Qualified in Occupational Health and Safety, minimum Nebosh ICG or equivalent or higher
