At Bureau Veritas we are recruiting a Director of Inspection for a photovoltaic project in the Ourique, Beja area.

Responsabilities:

• Review the final construction design and tender documentation to identify inconsistencies, gaps, or potential risks before execution begins.
• Validate that all administrative licenses (e.g. construction license, grid connection authorization, DGEG permits) are in place prior to construction.
• Verify site layout and land conditions, ensuring foundations and civil works are consistent with actual geotechnical conditions.
• Ensure that construction works comply with the approved design and technical specifications.
• Issue and record instructions, clarifications, and incident reports in the Site Logbook, in accordance with Portuguese construction law.
• Review and monitor contractor Quality Plans and ensure alignment with national and project-specific requirements.
• Monitor execution of civil, electrical, and electromechanical works on-site.
• Resolve day-to-day construction issues, discrepancies, or design conflicts, with a maximum resolution time of five (5) calendar days.
• Review and comment on project design changes, including technical justifications and potential impacts on permitting.
• Support the Owner in evaluating variation orders and approving any work that may have legal, financial, or technical implications.
• Participate in inspections by official control bodies (OCAs), municipal inspectors, or DGEG, and ensure documentation is available.
• Supervise and verify quality control testing, commissioning procedures, and documentation for all equipment and systems.
• Ensure testing and commissioning of all major plant components (e.g. inverters, transformers, MV/AT switchgear, SCADA).
• Collect and validate certificates, reports, and test results for all materials, equipment, and components delivered on-site.

Requirements:

• University degree in Civil Engineering, Electrical Engineering, or similar.
• Member of the Portuguese Ordem dos Engenheiros or Ordem dos Engenheiros Técnicos.
• Minimum of 8 years of experience in infrastructure or energy construction, including 3 years in a supervisory or inspection role (preferable)
• Strong knowledge of Portuguese construction legislation, namely: Decree-Law no. 555/99 (Legal Regime of Urbanization and Construction) (general knowledge)
• Applicable DGEG / REN or EDP regulations for energy infrastructure and solar PV plants
• Regulations for quality control and commissioning (general knowledge)
• Environmental and other entities are a plus
• Familiarity with PV plants, substations, and grid connection infrastructure is strongly preferred.
• Strong leadership and communication skills, capable of interfacing EPC contractors and local authorities.
• Fluency in Portuguese (mandatory); strong working knowledge of English is desirable.
• Availability for regular site presence and coordination.
