General Description

The QS Manager is responsible for managing all quantity surveying, cost estimation, and cost control activities across projects. This role ensures accurate measurement, cost optimization, and budget compliance while supporting project delivery and business development initiatives.

 Our job performance is within the framework of the BV Quality Assurance System, QHSE policy, Codes of Ethics and BV Group’s policies and procedures.

 

Tasks – Activities – Responsibilities

  1. Cost Estimation & Design Review
  • Review and evaluate project designs, technical documents, and specifications to ensure cost-effectiveness and compliance with budget parameters
  • Analyze and verify the feasibility of design drawings and technical documents from a cost and quantity perspective, identifying and resolving any potential issues before implementation
  • Conduct cost analysis and value engineering reviews to optimize project expenses
  1. Quantity Surveying & Measurement
  • Conduct regular on-site inspections and measurements to verify quantities of works executed against contract specifications
  • Perform detailed quantity take-offs, measurements, and assessments of completed works and materials
  • Identify discrepancies or non-compliance in quantities during inspections and provide timely solutions to ensure accurate billing and cost control
  • Review and supervise the measurement, documentation, and verification of installed works and systems
  • Ensure accurate recording and documentation of all quantities through functional verification and site measurements as necessary
  • Conduct cost and quantity assessments to ensure project expenditures are controlled in accordance with budget and contractual requirements
  1. Support for Capex Projects
  • Provide quantity surveying support and guidance for Capex projects, including planning, cost estimation, and progress monitoring of construction-related works
  • Ensure that Capex projects are delivered on time, within budget, and in compliance with cost standards and specifications
  • Monitor cost performance and quantity compliance throughout all project phases
  1. Support for Business Development & Bidding
  • Offer quantity surveying expertise during bidding processes and business development activities related to construction projects
  • Assist in evaluating client requirements and proposing cost-optimized solutions for project execution
  • Prepare and review cost estimates and quantity proposals, ensuring they meet all necessary specifications and project requirements
  • Support the development of a comprehensive cost management methodology for project execution, outlining detailed steps and approaches to meet client expectations
  • Collaborate with the team to define and structure the scope of work, ensuring that all quantity and cost requirements are covered and aligned with project objectives
  • Assist in identifying potential cost risks and opportunities within the scope of work to ensure effective project delivery
  1. Others
  • Perform cost and quantity risk assessments and ensure compliance with budget regulations, cost requirements, and industry standards. Provide recommendations for resolving cost overruns or performance issues
  • Maintain detailed documentation of measurements, cost records, variations, corrective actions, and cost performance
  • Provide cost management support and training to team members on quantity surveying procedures and cost control standards
  • Follow safety protocols during site inspections and measurements. Report unsafe conditions or incidents to the line manager
  • Support the development of cost management services by contributing expertise and innovative solutions
  • Assist in the management and oversight of cost and quantity operations, as required
  • Perform other tasks as directed by the B&I Manager

 

Candidate Profile

  • University Degree in Quantity Surveying, Civil Engineering, Construction Management, or equivalent qualification
  • 10+ years of experience in Quantity surveying and cost estimation, Construction measurement, take-offs, and verification, Cost management and budget control
  • Strong knowledge of cost standards, contract conditions, and construction regulations
  • Comprehensive understanding of construction materials, methods, and project costing
