Power and Utility Manager – Vietnam

We are seeking a Power and Utility Manager to lead our operations in Vietnam. This role combines strategic leadership with hands-on project management, focusing on feasibility studies, technical due diligence, Owner’s Engineer services, and Operations & Maintenance (O&M) advisory.
Position Overview:
The Power and Utility Manager will oversee the development, delivery, and management of our energy sector services in Vietnam. The ideal candidate will bring expertise in thermal and -desirably- renewable energy projects, the ability to lead multidisciplinary teams while driving business growth, aligning with the country's growing energy demands and sustainability goals.

Key Responsibilities
The Power & Utility Manager is a leadership role with overall responsibility for managing and overseeing our Power and Utility consulting projects in Vietnam. This position requires strategic oversight, ensuring successful project execution, and delivering exceptional results for our clients in the power and utilities sector.
Strategic Leadership:
- Develop and implement a localized strategy for Bureau Veritas' Power and Utility services in Vietnam, aligned with the company’s global goals and market needs.
- Drive business growth in renewable and thermal energy sectors by identifying emerging market opportunities and trends.
- Represent Bureau Veritas Vietnam in discussions with government agencies, developers, IPPs and key stakeholders to promote sustainable energy solutions.
- Ensure alignment with Vietnam’s regulatory frameworks and renewable energy targets, such as PDP8 policies and green energy initiatives.
Project Management:
Act as a Project Manager for critical assignments, including:
- Feasibility Studies (FS): Conduct site assessments, resource studies, environmental impact analyses, and financial modeling.
- Technical Due Diligence (TDD): Technical document review, operation and performance analysis, contracts/agreement review, and risk assessment to ensure investment viability and compliance.
- Owner’s Engineer (OE): Supervise project execution, monitor quality, and coordinate stakeholder communication to ensure successful delivery.
- Operations & Maintenance (O&M): Provide advisory on performance optimization, asset integrity, and lifecycle management.
Ensure all projects are delivered on time, within scope, and on budget while meeting Bureau Veritas’ quality and safety standards.
Business Development:
- Expand the client base across Vietnam by fostering relationships with key players in the energy sector, including EVN, project developers, IPPs, Lenders and EPC contractors.
- Focus on planned power projects outlined in the PDP8, including onshore and offshore wind farms, LNG thermal power plants, as well as HV substations and transmission line systems.
- Prepare and oversee bids, proposals, and contracts, ensuring competitive positioning in the Vietnamese energy market.
- Participate in industry events, conferences, and forums in Vietnam and region to enhance the company’s presence and thought leadership.
Project Execution and Operations:
- Oversee feasibility studies, site assessments, design reviews, and due diligence for renewable and thermal energy projects.
- Ensure all projects comply with Vietnam and International safety, quality, and environmental standards.
- Lead the implementation of innovative tools and methodologies to enhance project delivery and operational efficiency.
- Monitor project budgets, timelines, quality and deliverables to meet or exceed client expectations
Team Management and Development:
- Build, lead, and mentor a multidisciplinary team of engineers, consultants, and project managers in Vietnam.
- Foster a culture of collaboration, innovation, and excellence within the local team.
- Provide ongoing training and professional development to ensure the team remains at the forefront of industry knowledge and practices.
Qualifications and Experience
Education and Experience:
- Bachelor’s degree in Engineering (Electrical, Mechanical, Renewable Energy, or related field); Master’s degree preferred.
- Minimum 10 years of experience in the energy sector, including leadership roles in Vietnam or Southeast Asia.
- Demonstrated expertise in managing large-scale thermal power plants (Coal-fired or gas-fired power plants) and, desirably, renewable energy projects (wind, solar, BESS)
Skills and Competencies:
- In-depth understanding of Vietnam’s energy market, including regulatory frameworks, PDP8 policies, and local grid requirements.
- Strong knowledge of thermal power and renewable energy systems and technologies.
- Excellent leadership, interpersonal, and communication skills.
- Proficiency in project management, financial planning, and contract negotiations.
- Certification in Project Management Professional (PMP), Program Management Professional (PgMP), Portfolio Management Professional (PfMP), or an equivalent certification is preferred.
- Fluency in English
