Role Purpose
The Petroleum LNG Engineer acts as an Independent Technical Engineer providing engineering assessment, design verification, and conformity evaluation for LNG terminals and LNG-fired thermal power plant projects.
The role ensures that LNG and petroleum systems are:
- Designed, constructed, commissioned, and operated in compliance with
international codes & standards, contractual requirements, and regulatory frameworks - Assessed objectively in accordance with Bureau Veritas’ independence, integrity, and impartiality principles
- Aligned with Owner, Lender, and Regulatory Authority expectations across the full project lifecycle
Scope of Services (Independent Engineer Context)
The engineer delivers third-party technical assurance for:
- LNG receiving and regasification terminals
- LNG storage and fuel gas supply systems
- Petroleum and cryogenic equipment supporting LNG thermal power plants
- EPC and Owner-Operator project phases including Feasibility, FEED, EPC, Commissioning, and Operations
Key Responsibilities
1. Independent Technical Review & Design Verification
(Core BV Assurance Function)
- Perform independent technical review of:
- LNG terminal layouts and system configurations
- Process design (PFDs, P&IDs)
- Mass & energy balance calculations
- Equipment sizing and datasheets
- Assess technical adequacy of:
- LNG storage systems
- Regasification and send-out systems
- Fuel gas conditioning and pressure control systems
- Verify compliance with:
- Applicable international codes and standards
- Project specifications and Employer’s Requirements
- Issue technical review reports, conformity statements, and non-conformance observations.
2. LNG Terminal & Petroleum Equipment Expertise
(Subject-Matter Authority)
- Act as independent technical specialist for:
- Cryogenic LNG pumps (in-tank / HP send-out)
- LNG vaporizers (ORV, SCV, AAV)
- LNG unloading systems and jetty interfaces
- Boil-Off Gas (BOG) management systems
- Fuel gas metering and isolation systems
- Review OEM documentation for:
- Design adequacy
- Material suitability for cryogenic service
- Safety and operability
- Assess equipment conformity against:
- API, ASME, ISO
- NFPA 59A
- SIGTTO / GIIGNL recommendations
3. EPC & Vendor Assurance
(Third-Party Verification Role)
- Review EPC technical deliverables at each project stage.
- Perform independent:
- Technical bid evaluations
- Vendor design and manufacturing reviews
- Participate as independent party in:
- Design review workshops
- FAT, SAT, and manufacturing inspections
- Identify technical risks, gaps, and deviations early and recommend mitigation measures.
4. Safety, Risk & Regulatory Assessment
(Risk-Based Assurance)
- Participate in and technically challenge:
- HAZID, HAZOP, QRA, ENVID studies
- Assess LNG safety systems including:
- Emergency Shutdown (ESD)
- Fire & Gas detection
- Relief and depressurization systems
- Evaluate compliance with:
- Local authority requirements
- Permitting and licensing conditions
- Provide independent technical opinion on safety and operability.
5. Construction, Commissioning & Operational Readiness
(Lifecycle Assurance)
- Conduct site visits to verify:
- Construction conformity to approved design
- Installation quality of LNG and petroleum equipment
- Review and assess:
- Pre-commissioning and commissioning procedures
- LNG cool-down and start-up readiness
- Support acceptance testing and performance verification.
- Provide independent assessment of:
- Operational readiness
- Long-term reliability and maintainability risks

- Maintain absolute technical independence and impartiality from EPCs, vendors, and operators.

Qualification & Experience Requirements
Education
- Bachelor’s degree in:
- Petroleum Engineering
- Chemical Engineering
- Mechanical Engineering
- Master’s degree is an advantage
Professional Experience
- Minimum 8–12 years of experience in:
- LNG terminals and LNG facilities
- Petroleum or gas processing systems
- Demonstrated experience in:
- LNG storage, regasification, and fuel gas systems
- EPC project execution and/or Owner-Operator support
- Experience in independent engineering, certification, owner’s engineer, or third-party consultancy is highly preferred.
Technical Competencies
- Strong knowledge of:
- LNG thermodynamics and cryogenic behavior
- LNG safety philosophy
- Petroleum equipment and materials for low-temperature service
- Familiarity with:
- Aspen HYSYS / Aspen Plus
- Engineering documentation and review workflows
- Ability to issue structured, defensible technical opinions.
