Role Purpose

The Pressure Equipment & Boiler Engineer acts as an independent, authorized technical specialist responsible for conformity assessment, statutory inspection, and third‑party verification of pressure equipment and boiler systems for LNG-fired thermal power plants.

The role ensures that all pressure equipment and boiler systems comply with:

  • Regulatory and statutory requirements
  • International codes and standards
  • Notified Body and Bureau Veritas accreditation scopes
  • Principles of independence, integrity, and impartiality

Scope of Independent Inspection Activities

The engineer provides third-party services for:

  • Boilers and HRSG pressure parts
  • Pressure vessels and pressurized heat exchangers
  • High-pressure steam and feedwater piping systems
  • Safety valves and pressure relief systems
  • Manufacturing, installation, commissioning, and in‑service phases

Key Responsibilities

1. Statutory & Conformity Assessment (Core Notified Body Role)

  • Perform independent conformity assessment of pressure equipment under:
    • ASME Codes
    • PED (2014/68/EU), where applicable
    • Local boiler and pressure vessel regulations
  • Verify compliance during:
    • Design appraisal
    • Manufacturing
    • Installation
    • Commissioning and acceptance
  • Issue inspection reports, conformity statements, certificates, and non-conformance notices within authorized scope.

2. Independent Design Review & Appraisal

  • Review and assess:
    • Design calculations (pressure, stress, thickness)
    • Material specifications and traceability
    • Welding procedures (WPS/PQR)
    • ITPs (Inspection & Test Plans)
  • Validate adequacy of:
    • Pressure containment
    • Safety margins
    • Code compliance
  • Raise impartial technical observations when deviations from codes or regulations are identified.

3. Manufacturing & Fabrication Surveillance

  • Conduct independent inspection and supervision of:
    • Fabrication activities at workshops and yards
    • Welding, heat treatment, and forming processes
    • NDT activities (RT, UT, PT, MT)
  • Witness:
    • Pressure and hydrostatic tests
    • Material identification and traceability checks
  • Review and endorse Manufacturing Record Books (MRB).

4. Installation, Construction & Commissioning Inspection

  • Perform site inspection to verify:
    • Proper installation of pressure equipment and boiler systems
    • Integrity of welded joints and supports
    • Compliance with approved drawings and codes
  • Witness statutory tests including:
    • Hydrostatic tests
    • Steam blowing (as applicable)
  • Support commissioning and readiness reviews from an inspection and safety compliance perspective.

5. In‑Service Inspection & Asset Integrity (Where Applicable)

  • Support in-service inspection programs in accordance with:
    • API 510 / 570 / 579
    • RBI methodologies
  • Assess fitness-for-service and remaining life of pressure equipment.
  • Review incidents and integrity findings related to pressure systems.

Health, Safety, Quality & Ethics (Mandatory – BV Requirements)

  • Comply fully with:
    • Bureau Veritas QHSE policies
    • BV Code of Ethics and Business Conduct
  • Maintain absolute independence and impartiality from EPCs, manufacturers, and operators.
  • Stop work or raise safety concerns when unsafe practices are identified.

Qualification & Experience Requirements

Education

  • Bachelor’s degree in:
    • Mechanical Engineering
    • Power Engineering
    • Pressure Vessel / Thermal Engineering
  • Master’s degree is an advantage

Professional Experience

  • Minimum 10–15 years of experience in:
    • Boilers, HRSGs, and pressure equipment
    • LNG thermal or fossil-fired power plants
  • Proven experience in:
    • Statutory inspection
    • Third-party or independent inspection
    • Supervision of fabrication and installation of pressure equipment
  • Experience within Notified Body, inspection authority, or certification organization is strongly preferred.

Technical Competencies

  • In-depth knowledge of:
    • ASME Section I, VIII, B31.1 / B31.3
    • PED and European regulations (if applicable)
    • Welding and NDT standards
  • Ability to assess:
    • Metallurgy and material suitability
    • Pressure equipment failure mechanisms
  • Strong documentation and reporting discipline.

Required / Preferred Certifications

Mandatory or Highly Preferred

  • ASME Authorized Inspector (AI) or equivalent
  • API 510 / API 570 Inspector certifications
  • Local Authorized Boiler / Pressure Vessel Inspector license
  • BV internal technical authorization (or readiness to obtain)
