MEP Site Manager
Location: Hai Phong, Vietnam (Project Site)
Department: Buildings & Infrastructure (B&I)
Reporting to: Project Manager

Position Summary

The MEP Site Manager is responsible for managing and coordinating all Mechanical, Electrical, Plumbing (MEP), Fire Protection, and Building Services activities for the GE Project in Hai Phong. The role ensures that MEP works are executed safely, on schedule, within budget, and in compliance with project specifications, contract requirements, quality standards, and applicable regulations.

The MEP Site Manager will oversee contractors, subcontractors, consultants, and site teams while acting as the key focal point for all MEP-related matters throughout construction, testing, commissioning, and handover phases.


Key Responsibilities

Construction & Site Management

  • Lead and manage all MEP construction activities on site.
  • Ensure all MEP works are executed in accordance with approved drawings, specifications, method statements, project procedures, and contractual requirements.
  • Monitor site activities, construction progress, productivity, and resource utilization.
  • Coordinate installation works to ensure alignment with project schedules and construction sequences.
  • Identify construction constraints and implement corrective actions to minimize delays.
  • Review contractors' work plans, manpower allocation, and construction methodologies.

MEP Coordination

  • Coordinate interfaces between Mechanical, Electrical, Plumbing, Fire Protection, HVAC, ELV, and Civil/Structural disciplines.
  • Ensure effective integration of MEP systems with architectural and structural works.
  • Lead technical coordination meetings with contractors, consultants, and project stakeholders.
  • Resolve construction and technical issues impacting site execution.
  • Monitor clashes, design conflicts, and installation constraints and ensure timely resolution.

Technical Review

  • Review and monitor:
    • Shop Drawings
    • Method Statements
    • Material Submittals
    • Inspection & Test Plans (ITPs)
    • RFIs
    • Technical Queries
  • Verify compliance with project specifications, client requirements, local regulations, and international standards.
  • Provide technical guidance and recommendations to project teams and contractors.

Quality Management

  • Ensure implementation of quality requirements throughout all MEP activities.
  • Coordinate closely with QA/QC teams to monitor inspections and testing activities.
  • Review NCRs, observations, punch list items, and corrective actions.
  • Ensure workmanship and installation quality meet contractual and project expectations.
  • Support quality audits, inspections, and project quality reviews.

Testing & Commissioning

  • Lead and coordinate testing, commissioning, and start-up activities for all MEP systems.
  • Review commissioning plans and procedures.
  • Witness functional testing, integrated system testing, and performance testing.
  • Ensure all systems are commissioned and handed over in accordance with project requirements.
  • Manage punch list closure and final acceptance activities.

Health, Safety & Environmental Compliance

  • Promote and enforce a strong HSE culture across all MEP activities.
  • Ensure compliance with project safety procedures and statutory regulations.
  • Participate in HSE inspections, audits, incident investigations, and toolbox meetings.
  • Monitor contractors' safety performance and immediately address unsafe conditions or practices.

Progress Monitoring & Reporting

  • Monitor MEP construction progress against approved schedules.
  • Support planning and project controls teams with progress measurement and reporting.
  • Prepare weekly and monthly construction progress updates.
  • Identify schedule risks and recommend recovery plans when required.
  • Ensure timely reporting of critical project issues.

Stakeholder Management

  • Act as the primary site representative for all MEP-related matters.
  • Maintain close coordination with Client representatives, Consultants, Contractors, Vendors, and internal project teams.
  • Participate in client progress meetings and technical reviews.
  • Support Project Management in managing contractual and technical discussions.

Project Close-Out & Handover

  • Coordinate preparation of as-built documentation.
  • Ensure completion of all testing, commissioning, and handover requirements.
  • Support final project acceptance and turnover to the Client.
  • Ensure proper documentation and closure of all MEP-related activities.

Qualifications

Education

Bachelor’s Degree in:

  • Mechanical Engineering
  • Electrical Engineering
  • Building Services Engineering
  • MEP Engineering
  • Industrial Engineering
  • Or related disciplines

Experience

  • Minimum 10 years of experience in MEP construction and site management.
  • Minimum 5 years in a Site Manager, MEP Manager, Construction Manager, or Senior MEP Engineer role.
  • Experience on large-scale industrial, manufacturing, semiconductor, pharmaceutical, data center, power, infrastructure, or EPC projects.
  • Experience with multinational contractors and international project environments is highly preferred.
  • Previous experience in owner representation, PMC, supervision consulting, or EPC projects is an advantage.
