- Education: Bachelor’s Degree in Occupational Health & Safety (K3), Environmental Engineering, Electrical Engineering, or a related technical field. A Master’s degree is a plus.
- Primary Certification: Must hold a NEBOSH International General Certificate (IGC) or NEBOSH Diploma (highly preferred for Data Center projects).
- Local Mandatory Certification: Ahli K3 Umum or Ahli K3 Konstruksi (Utama/Madya) certified by Kemnaker RI.
- Specialized Certification: Having Ahli K3 Listrik (Electrical Safety Specialist) is a significant advantage due to the high-power nature of data centers.
- Standards Knowledge: Lead Auditor or Internal Auditor certification for ISO 45001:2018 (OH&S) and ISO 14001:2015 (Environment).
- Overall Experience: Minimum 8–10 years of experience in HSE, with at least 4–5 years in a managerial or supervisory role.
- Industry Specific: Proven track record in Data Center construction, Mission-Critical facilities, Power Plants, or large-scale Industrial MEP (Mechanical, Electrical, Plumbing) projects.
- Scale: Experience managing HSE for projects with a workforce of 500+ and multiple sub-contractors.
- High-Risk Management: Expert knowledge in LOTO (Lockout/Tagout), Arc Flash safety, Working at Height, and Critical Lifting operations.
- System Development: Ability to develop and implement a project-specific HSE Management Plan from scratch, aligning with both local regulations and international client standards (e.g., Uptime Institute, LEED, or TIA-942).
- Risk Engineering: Advanced skills in conducting HIRADC, JSA, and Quantitative Risk Assessment (QRA) for complex electrical and mechanical installations.
- Incident Investigation: Proficiency in using root cause analysis methods such as TapRooT, Fishbone, or 5 Whys.
- Stakeholder Management: Ability to represent the project in high-level meetings with international clients (e.g., Google, AWS, Microsoft, Equinix) and government authorities.
- Communication: Native or professional fluency in English (written and verbal) is mandatory for reporting and coordination.
- Safety Culture: Strong leadership to drive a "Zero Harm" culture and the authority to enforce "Stop Work" orders across all project levels.
- Analytical Thinking: Strong capability in analyzing HSE data/trends to provide proactive safety solutions.
- Proficiency in HSE management software, data visualization tools (like Power BI or Excel), and project management platforms (Procore, BIM 360, etc.).
