Examine whether the HSE technical measures or the special construction plan in the

construction organization design of the contractor meet the mandatory standards forproject construction;

3.2 Audit the construction enterprise's safety production guarantee system, safety

production responsibility system, various rules and regulations, and the establishment and staffing of safety supervision institutions, and check thecontractor's construction machinery and various facilities of the safety permit acceptance procedures;

3.3 Audit the emergency rescue plan and the cost use plan of safety protection and safe and civilized construction measures of the construction enterprise. In accordance with the provisions of the cost of safety protection, civilized construction measures and implementation of supervision and use;

3.4 Urge the construction unit to implement the corresponding epidemic prevention and control management in accordance with the local epidemic prevention policy

3.5 Participate in the investigation of safety incidents if occurred during the construction period of the project and urge the contractors to submit Report accordingly. HSE team from the Consultant shall submit the final Safety Report to the Client andsupervise the entire handling processes of Safety incident.
