Job Title: Branch Manager - Port Arthur, TX



SUMMARY: This position has full P&L responsibility and accountability for daily operations at assigned location. Provides technical guidance and leadership to both field inspection and laboratory staff on all matters. Responsible for taking the necessary steps to ensure that all daily operations and laboratory functions relating to their specific locations are operating efficiently while achieving revenue, profitability, HSE and client requirements.


ESSENTIAL DUTIES AND REPONSIBILITIES:
• Site Leader accountable for full Profit & Loss (P&L) and financial performance for the assigned branch location including, but not limited to: planning, business development, budgeting, customer management, customer service, field/lab operations, and site Quality, Health, Safety, Environmental (QHSE).
• Responsible for personnel decisions within branch, including employee recruitment, retention and development.
• Accountable for the quality performance of the branch including crosscheck, Proficiency Testing Program (PTP), Statistical Quality Control (SQC), and audits.
• Promote and drive development and optimization of Order Management System and Laboratory Information Management System (LIMS) adherence to improve quality, service, customer engagement, and laboratory process management.
• Drives process efficiency, continuous improvement, and system utilization.
• Responsible for client marketing and business development. Meets with customers to establish satisfaction, levels of service, and requirements. Discuss new projects, quality, and performance of existing projects.
• Maintains CAPEX and lab instrumentation integrity, maintenance, and utilization.
• Responsible for location cost control.
• Ensures location has adequate resources, PPE, and preventative maintenance schedule adherence to safely perform all aspects of work.
• Maintains Corporate Policy & Procedure adherence.
• Provides employee motivation and champions “lead from the front” culture.
• Disseminates Corporate Level information and direction to all assigned laboratories.
• Works collaboratively with Sales/BD and support functions to guarantee customer success and quick follow up
• Handles all disciplinary matters in a fair and consistent manner and maintains open communication with Human Resources
• Represents Bureau Veritas by appearance and conduct. Behaves ethically at all times.
• Ensures business practices meet or exceed company policy and industry standards.
• Collaborate with Health, Safety, Environmental (HSE) Leadership to investigate accidents and/or incidents including near misses - this includes preparation of accident reports, root cause analysis, and employee consultations about safety expectations and execute actions to address procedure gaps.
• Carry out the above responsibilities, and all others which may be assigned, in a manner demonstrating support for and adherence to the Company’s Safety Policy and Procedures, Quality Policy and Procedures, Ethics Policy, Environmental Management System, Vision and Strategy, and to exercise good judgment, common sense, and diplomacy in so doing.
• Manage field operations IFIA/TIC certification process for assigned staff
• Knowledgeable of ISO 17025, ISO 9001 and ISO 14001.


SUPERVISORY RESPONSIBILITIES:
Directly manages the overall operations of assigned site including Health, Safety, Environmental (HSE), dispatch, operational coordination, inspection, laboratory operations, product retain and site administrative duties. Carry out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; setting goals; appraising performance; disciplining employees; addressing complaints and resolving problems.


QUALIFICATION REQUIREMENTS:
• The Branch Manager requires a sound knowledge of petroleum and chemical inspection procedures.
• Manage the preparation and testing of samples received at the laboratory according to the recognized International Standards requested, within the turnaround time agreed with the client.
• Knowledgeable of ISO 17025 standards, quality audits, and Proficiency Evaluations
• Knowledgeable with Oil & Petrochemical knowledge with Loss Control, Marine Measurement, Inspection Safety, Sampling, Tank Gauging, Temperature Determination, Metering and American Petroleum Institute (API) standards.
• Excellent communication and leadership skills
• Ability to plan, multi-task and manage time effectively
• Well organized, disciplined and self-motivated, with the capability to balance multiple priorities in a very high-paced environment.
• Broad experience in inspection related business as well as in-depth understanding of the business operation and customer base
• Solid technical knowledge and quality background in commercial laboratories
• Strong writing and record keeping ability for reports and procedures for site


EDUCATION and/or EXPERIENCE:
• BA/BS in scientific discipline, business, economics, occupational safety/health or related field. Or sufficient combination of experience and education
• 5+ years' experience in a leadership role growing talent leading in a cross matrixed environment in a laboratory, filed services, or quality management environment
• 3+ years’ experience in O&P/Energy industry
• 3+ years' experience with direct P&L management
• Ability to build and maintain strong positive relationships with key personnel from executives to analysts.
• LEAN or Six Sigma certification preferred
• International Federation of Inspection Agencies (IFIA) Petroleum Inspector Certified or sufficient combination of experience and education related to Oil & Petrochemical field operations


LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees.


MATHEMATICAL SKILLS: Ability to do basic mathematic calculations related to Oil & Petrochemical laboratory & inspection calculations.


REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
